Tax Administration & Revenue Mobilization

We partner with revenue authorities and finance ministries to modernize tax administration, simplify compliance, and strengthen domestic revenue mobilization — combining rigorous process analysis, behavioral insights, and practical reform design.

Overview

Practice 02

For many governments, the gap between potential and actual tax collection is not primarily a policy problem; it is an administrative one. Fragmented processes, manual workflows, poor data quality, and high compliance burdens all suppress voluntary compliance and increase the cost of collection.

We bring deep expertise across the full revenue cycle, from business process re-engineering and diagnostics to VAT system assessments and third-party data integration, working across Sub-Saharan Africa, Asia Pacific, and South Asia.

Our Approach

How we deliver this work.

01

As-Is Process Mapping & Baseline

Map and measure existing tax administration processes, documenting steps, time, actors, and taxpayer contacts to establish a verified baseline for reform.

02

Business Process Re-Engineering

Design streamlined to-be processes applying risk-based administration and eliminating non-value-adding approvals, producing implementation-ready reform packages.

03

Behavioral Insights for Compliance

Apply behavioral research to understand compliance barriers — friction, awareness, trust, and motivation — and design evidence-based interventions.

04

Tax System & Technology Assessment

Assess tax system functionality, interoperability, and data quality, producing prioritized action plans for ICT reform and vendor management.
